The Department of Housing and Urban Development (HUD) plans to enter into a sole source fixed-price purchase order with Minnesota Implan Group, Inc. to acquire specialized data needed to estimate local economic impacts and input-output multipliers. This data is critical for evaluating the economic effects, especially regarding jobs and wages, associated with the location of Section 242 FHA-insured Hospitals. HUD has made clear that this notice is not a solicitation for competitive proposals but rather an announcement of their intent under the authority that permits contracting with only one responsible source when no other supplies or services meet the agency's requirements. While HUD intends to negotiate exclusively with Minnesota Implan Group, Inc., the agency will review any proposals submitted within 15 days of the notice's publication. The decision on whether to proceed without competition rests solely with the government. The procurement falls under NAICS code 541511 and will be managed by HUD’s chief procurement office located in Chicago, IL, with contract specialists available to assist prospective responders. The goal is to obtain accurate economic data to support HUD’s analysis and decision-making related to hospital insurance programs.
