Full Description

The U.S. Department of Energy (DOE), Office of Security, intends to award a six month, sole source bridge contract, including two six-month option periods to Jupiter Corporation for specialized technical and administrative support services related to personnel security activities associated with the Department?s Personnel Security Program. The statutory authority permitting other than full and open competition is Section 303(c) of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act [41 U.S.C. 253(c)(1)], implemented under FAR 6.302-1 (a)(2) which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. The bridge is required pending completion of a competitive contract scheduled to be a small business set-aside award. The present contract with Jupiter expires on May 18, 2004. No other firm has the requisite knowledge and experience related to personnel security activities associated with the Department?s Personnel Security Program that can assume the highly specialized technical and administrative support with no interruption on May 19, 2004. The intent of this sole source procurement is to provide a continuation of support services from May 19, 2004 until award of the small business set-aside contract. Note 22 apply.
