AI Contract Overview
The Department of Veterans Affairs, through its Veterans Health Administration and VA Library Network, intends to establish a five-year enterprise-wide digital subscription to the Journal of Medical Insight, commonly known as JOMI Surgical Video Journal, under a sole-source procurement authorized by Revolutionary FAR Overhaul 6.103-1. This subscription provides VA clinical staff nationwide with on-demand access to a comprehensive library of surgical procedural videos covering specialties such as general surgery, orthopedics, oral and maxillofacial surgery, and ENT, along with accompanying electronic textbooks and full-text journals. The service is designed to enhance clinical education and training by delivering up-to-date surgical techniques and procedures through an online streaming platform, with no physical deliverables involved. The procurement is non-competitive, justified on the grounds that JOMI LLC is the only responsible source capable of meeting the agency’s unique requirements, and no other supplier offers an equivalent service. The contract will be managed by the Program Contracting Activity Central located in Independence, Ohio, with all responses to the sources-sought notice required to be submitted via email to Contract Specialist Andrew Allen by May 14, 2025, at 10:00 a.m. EST. Although no formal solicitation document exists and no competitive evaluation factors have been defined, interested parties may submit capability statements, proposals, or quotations for consideration. The NAICS code for this acquisition is 519290, with a small business size standard of 1,000 employees, yet no socioeconomic set-aside is specified. There are no packaging, marking, delivery, or inspection requirements due to the fully digital nature of the service, and no pricing, line-item, or contract value details are available as this is a pre-solicitation notice. Payment, invoicing, and contract administration details such as the contracting officer’s representative or accounting codes are not provided in the documentation, and no formal contract clauses, representations, or certifications are included, as the focus remains on securing a sole-source agreement based on necessity and uniqueness of the offering.
