Synthetic Training Environment (STE) Virtual Software (VSW)
Solicitation # STE-VSW-26-0006
The Army Contracting Command - Aberdeen Proving Grounds Orlando Division, on behalf of the Capability Program Executive Simulation, Training, Test and Threat, is issuing a Call for Solutions for the Synthetic Training Environment Virtual Software project under Army Open Solicitation W9128Z-25-S-1002. The objective is to acquire a modernized virtual software ecosystem with a total combined value of approximately 250 million dollars. The government seeks a technically sound and cost-effective solution to achieve four primary operational outcomes: a doctrinal gate to live fire, a true combined arms environment, full mission command concurrency, and an open system architecture featuring published SDKs and APIs for rapid integration. The scope of work is divided into five capability lots: Lot 1 for the foundational software platform, Lot 2 for specialized applications, Lot 3 for hardware-in-the-loop integration and test, and Lot 5 for independent enterprise integration support. A strict organizational conflict of interest firewall prohibits the Lot 5 vendor from proposing on or providing software for Lots 1, 2, or 4. Technical requirements include native ingestion of One World Terrain data, alignment with TC 3-20.0 Integrated Weapons Training Strategy, and a secure-by-design foundation leveraging FedRAMP authorizations to accelerate the RMF Open Network Authority to Operate timeline. The acquisition follows a phased selection process where the technical schedule, technical approach, and recent relevant experience are the primary evaluation factors. Initial submissions must include an anonymous technical concept to ensure impartial assessment. Key milestones include a final solution deadline of September 28, 2026, followed by down-select notifications on October 2, demonstration pitches from October 20 to 22, and anticipated awards for the lots by November 13, 2026. Offerors must be registered in SAM and WAWF, and the process includes specific representations regarding non-traditional defense contractor status and Section 889 telecommunications compliance.
