AI Contract Overview
The U.S. government intends to award a 100% Small Business Set-Aside Indefinite Quantity Contract for RAIL, LAUNCHER, GUIDE, NSN 1440-01-702-1074, a critical Navy Safety Item used on F/A-18 aircraft, with a five-year base period and an estimated annual quantity of 30 units. Production will be shipped FOB Destination with inspection and acceptance occurring at the origin, and the item is subject to Government First Article and Production Lot Testing as well as Export Control regulations. The procurement will not involve surge capabilities and is being conducted under FAR 6.302 due to the specialized nature of the part, with Vertex Modernization & Sustainment identified as the original equipment manufacturer and only four approved alternate sources: Marvin Engineering, IBC Materials & Technologies, Science Applications International, and Mountain View Machine & Welding; no other sources are currently approved and new entrants must submit a Source Approval Request. Contractors interested in participating must be registered in SAM.gov, and while this notice is not a formal request for proposals, submissions received within 45 days of publication will be considered to aid the Government’s determination on whether to proceed with a competitive or single-source award. The solicitation will not follow commercial item acquisition policies under Part 12, though offerors may still propose commercial alternatives within 15 days if applicable. The contract may include a reverse auction via the Procurex system, and interested parties are encouraged to review available tutorials. The official solicitation, numbered SPE4A726R0611, will be issued on June 5, 2026, with responses due by July 7, 2026, and will be accessible exclusively through DIBBS in PDF format. The award decision will be based on a combination of price, past performance, and other evaluation criteria as detailed in the solicitation, with the contracting office located in Richmond, Virginia, under DLA Aviation.
