RAM,POTTED ASSEMBLY

The Department of National Defence is seeking suppliers to provide RAM, potted assemblies, identified by part number 593-6961301 ASSY 96 and NCAGE 53711, under solicitation W8482-264917/A, with deliveries required at CFB Halifax and CFB Esquimalt in quantities of 13 and 10 units respectively, using the unit of issue AY. All items must be newly manufactured and delivered on a Delivered Duty Paid (DDP) basis per Incoterms 2020, with the contractor assuming full responsibility for transportation, customs clearance, duties, and all associated costs until delivery at the designated Canadian Forces Supply Depots. Delivery must be completed on or before March 31, 2027, and appointments are mandatory for all inbound shipments. Compliance with Canadian Forces specifications D-LM-008-001/SF-001 for packaging and preservation, and D-02-002-001/SG-001 for identification marking, is mandatory. Items must be labeled with UCC/EAN-128 barcodes using Application Identifiers 241 (PSCN) or 7001 (NSN), with human-readable interpretation below, on compatible surfaces, and remain legible for the item’s expected lifespan. No U.S. military standards apply; all requirements are Canadian-specific. Suppliers offering equivalent or substitute products must provide the part number, NCAGE, manufacturer details, warranty assurance, full technical specifications, descriptive literature, and OEM certification confirming the replacement part’s suitability and interoperability with existing systems. Bids are evaluated strictly on a Lowest Price Technically Acceptable basis, meaning only technically compliant submissions proceed to price evaluation, with award going to the lowest-priced responsive offer. Technical compliance is a mandatory pass/fail threshold governed by clauses in the Standard Acquisition Clauses and Conditions Manual referencing packaging, marking, inspection, and equivalency standards. Inspection and acceptance occur at the delivery point by the Government, and non-compliance may lead to rejection or contract termination. Only suppliers from Canada or nations party to CETA, CPTPP, or WTO GPA are eligible, and those on the Federal Contractors Program Limited Eligibility list are barred.
