Initially designed by University Architect Howard Dwight Smith, Ramseyer Hall is an approximately 87,452 gross-square- foot, four-story facility which currently contains a combination of instructional, office, and support spaces. Ramseyer Hall originated in 1932 as an experimental and progressive K-12 school administered through The Ohio State University's College of Education. In 1968, the facility was converted to university classrooms and administrative offices. Most recently, the building was occupied by the College of Education and Human Ecology, which has since relocated to the newly renovated Campbell Hall. Throughout its history, Ramseyer Hall has undergone numerous interior renovations and building system upgrades of varying scope. As the University plans the next phase of investment in the facility, preserving the building's historic character and architectural heritage will be a significant consideration in both the selection of the design team and the overall renovation approach. The Ohio State University’s motto, Disciplina in Civitatem, or “education for citizenship,” is not merely a slogan; it is an exhortation to remain focused on the responsibility to develop an informed, engaged, and civic-minded citizenry. It is essential to fulfilling Ohio State’s land-grant mission. The University intends to renovate Ramseyer Hall to serve this mission and accommodate the following programs: • Salmon P. Chase Center for Civics, Culture, and Society: The Chase Center’s mission is to educate the next generation of American citizens by exploring the fundamental questions of human flourishing, American constitutional history, and civic virtue. The Center seeks to foster a vibrant intellectual community through rigorous scholarship, classical education, the study of primary texts, and open, respectful debate across diverse viewpoints. • The College of Arts and Sciences Mathematics and Statistics Learning Center (MSLC): Mathematics and Statistics Learning Center supports student success and academic excellence at The Ohio State University by providing innovative, evidence-based learning support and fostering an inclusive environment where all students can develop proficiency, confidence, and independence in mathematics and statistics. • Classroom Pool: The Classroom Pool provides flexible, accessible, and technology-enabled learning environments that support high-quality instruction and enhance the student learning experience at The Ohio State University. The renovation will address critical deferred maintenance and equip Ramseyer Hall to support academic and student- focused functions while preserving the building’s character. The project is anticipated to include building systems upgrades, building envelope improvements, accessibility enhancements, and interior reconfiguration to create flexible office, teaching, and collaborative spaces. The project will be delivered using the Construction Manager at Risk (CMR) delivery method. Procurement of the CMR, including advertisement, interviews, and contract execution, will occur following the selection and engagement of the Architect/Engineer (A/E).
Scope of Services: The project and construction budget as listed in this RFQ is estimated. The budget will be further evaluated, validated, and managed throughout the design and preconstruction phases by the Architect/Engineer (A/E) team in coordination with the Construction Manager and the University. At this time, the project has been approved for design services only. Approval to proceed with construction is anticipated in June 2027. • Validate the findings and recommendations of the preliminary space allocation study and develop the project's Program of Requirements (POR). • Complete Schematic Design (SD) services that establish the project's scope, design direction, and budget alignment. • Develop a comprehensive Basis of Design (BOD) to support subsequent design phases, including Design Development (DD) and Construction Documents (CD). • Prepare a design solution that aligns with the approved construction budget and incorporates flexible design and cost alternatives consistent with the University's Target Value Design (TVD) framework. • Evaluate the existing building mechanical, electrical, plumbing, and life safety systems, and identify infrastructure upgrades required to support the proposed program. • Evaluate the existing building’s interior and envelope to (1) identify and document historically significant and contributing architectural features, materials, finishes, assemblies, and spatial configuration, and (2) to develop a strategy to maintain the building’s historical integrity and preserve its historic value, (3) while accommodating the project’s requirements. • Analyze and compare the life-cycle costs associated with: o Connecting the facility to the University's district chilled water system; and o Replacing the building's existing cooling equipment. • Coordinate all cooling system evaluations and recommendations with ENGIE and the University to ensure compatibility with campus utility infrastructure and long-term operational objectives. • Assist the University and Construction Manager with cost estimating, value analysis, phasing considerations, constructability reviews, and budget management throughout the design process. This project is required to be designed and delivered within a collaborative BIM-enabled environment following The Ohio State University BIM Project Delivery Standards. The Primary firm submitting for the project will be required to have the BIM expertise capable of meeting the aforementioned standards. The Primary firm submitting for the project is required to have the expertise capable of meeting this prerequisite and is responsible to support their consultants to meet this requirement. The Asset Tagging Process Diagram, Asset Worksheet Template, and LOD Matrix can be accessed via the OSU FOD website (https://fod.osu.edu/resources) under Design Guidelines, Specifications, Standards; Specifications and Standards; Building Information Modeling (BIM). The project shall follow the applicable University Sustainability Standards: https://fod.osu.edu/sites/default/files/div_18.pdf. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner’s project requirements. Participate in the Encouraging Growth, Diversity & Equity (EDGE) Program as required by statute and the Agreement. Required Professional Liability Insurance will be per Exhibit A – A/E Terms and Conditions Article 7.2.6. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required for each. A copy of the standard Agreement can be obtained at the OFCC website at https://ofcc.ohio.gov. The selected A/E will be required to sign the standard agreement. No modifications to the requirements in the agreement will be accepted. During the construction period, provide not less than 24 hours (excluding travel time) on-site construction administration services each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience. The project team (Owner / A/E / Contractor) will be required to utilize the University’s Project Management System, for all compatible services required by the University. The Ohio State University is dedicated to providing a safe and healthy environment for students, patients, staff, visitors, and contractors. While not exclusive, guidelines governing safety expectations for construction/ renovation projects within Ohio State buildings are set forth in the Building Design Standards Appendix V and are summarized here: https://fod.osu.edu/resources, under the section titled “Construction Site Safety Requirements.” Closeout Services: The closeout for this project is required to be delivered in an electronic cloud-based format using the e-Builder Project Management System and adhere to The Ohio State University Project Closeout Standards. The Ohio State University Project Closeout Standards can be accessed via the OSU FOD vender resource website (https://fod.osu.edu/resources) under Post Construction / Close Out. For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ: 1. Experience completing major renovations of historically significant buildings within the past 15 years while preserving and respecting significant architectural features, materials, finishes, and spatial configurations. 2. Experience successfully integrating contemporary building systems and code requirements into historic buildings, including mechanical, electrical, plumbing, fire protection, technology, accessibility, structural, life-safety, and sustainability improvements, while minimizing adverse impacts to significant historic features and architectural character. 3. Demonstrated ability to utilize target value budgeting / target value design with financially constrained projects while maintaining project values inclusive of design quality and historic character. 4. Experience working with multiple stakeholders, project partners and funding sources 5. Experience with phased design and construction in an occupied building. 6. Experience working with State of Ohio administered projects and The Ohio State University. For the purpose of the selection of 10 Relevant Projects in Section F of the Statement of Qualification (Form F110-330), projects must be designed by the Lead Firm.
