AI Contract Overview
The Philadelphia Housing Authority (PHA) is seeking competitive proposals from qualified firms experienced in real estate title services to perform title searches and related tasks for up to 3,800 properties across Philadelphia. The scope includes conducting 60-year title searches, reviewing and providing legal descriptions, organizing deeds and lien documents, and summarizing findings. Deliverables must be submitted electronically with hyperlinked documents, and as an optional alternate, proposers may offer a database solution to manage and organize the results. Services will be requested in batches of up to 400 properties, with potential ancillary work as needed. PHA is not requiring title insurance as part of the deliverables, and certain elements such as utility payoffs, judgments, bankruptcies, and current tax information are explicitly excluded. The contract will be structured as multiple indefinite delivery/indefinite quantity agreements, allowing PHA to utilize selected firms on an as-needed basis without guaranteeing a minimum number of assignments. The contract term is set for a two-year base period with three one-year option extensions. Proposals must be submitted by mid-July 2026.
