This labor hour contract, identified by solicitation number RFQ365113, provides financial analyst support to the Department of Energy Richland Operations Office Financial Management Division under the American Recovery and Reinvestment Act. Eligibility for this opportunity was strictly limited to contractors holding existing GSA Schedule contracts under SIN category 520 7 for financial and performance audits, specifically under GSA contract GS23F0024U. The award notice was posted in June 2009 and is managed through the DOE Richland Operations Office.

RECOVERY ACTION: THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE CONTRACTORS WITH EXISTING GSA SCHEDULE CONTRACTS UNDER SIN CATEGORY 520 7, FINANCIAL AND PERFORMANCE AUDITS UNDER GSA CONTRACT GS23F0024U, DUNS #613647580. This is a labor hour contract a variation of a time-and-materials contract. This procurement was not awarded as a fixed-price contract because it was not possible at the time of award of the contract to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. The high degree of complexity and uniqueness of the requirement to the Government did not make a fixed-price contract suitable (FAR16.601(c)). This Task Order is for American Recovery and Reinvestment Act financial analyst support to the DOE Richland Operations Office Financial Management Division.
