59--CIRCUIT CARD ASSEMB, IN REPAIR/MODIFICATION OFThe U.S. government, through NAVSUP Weapon Systems Support in Mechanicsburg, Pennsylvania, plans to award a sole-source contract to L3HARRIS MARITIME SERVICES INC. for the repair of a specific circuit card assembly identified by NIIN 7H-5998-015389217 and part number 10-4725-C1, used in sub propulsion systems. This item is critical to military operations, and the government has determined that L3HARRIS is the original equipment manufacturer and the only viable source capable of performing the repair, with no available technical data or rights held by the government to permit procurement from alternate suppliers. The contract will cover seven units to be delivered to DLA distribution centers in New Cumberland, Pennsylvania, and Tracy, California. The procurement is authorized under 10 U.S.C. 2304(c)(1) and FAR 6.302, and no competitive bidding is anticipated unless another qualified source submits a valid Source Approval Request, which will not delay the process. The contract is set for a one-year duration with UID requirements and Buy American Clause compliance, and will be executed under FAR Part 15 procedures, excluding commercial item acquisition policies. The solicitation, numbered N0010426QYABZ, is anticipated to be released on August 5, 2026, with responses due by September 3, 2026, and an award expected by September 18, 2026. All submissions must be made electronically via NECO, with no hard copies or phone inquiries accepted. Although the notice initially indicates a Total Small Business Set-Aside, the contract terms clarify it is not a Small Business Set-Aside. Interested parties may submit capability statements to Taylor Weidman by email within 45 days of the notice’s publication to be considered, although the government has affirmed its intent to proceed solely with the identified contractor.

J066--Equipment Move/Relocation and Preventative Maintenance of Transmission Electron Microscope (TEM) FEI Tecnai 12 SpiritThe Department of Veterans Affairs, through the Regional Procurement Office - East, intends to award a sole source contract to Thermo Fisher Scientific, LLC, for the relocation and maintenance of a FEI Tecnai G2 Spirit transmission electron microscope from the Icahn School of Medicine at Mount Sinai in New York to the VAPSHCS in Seattle. The contract requires specialized services including the complete disassembly, packaging, transportation, unpacking, and reassembly of the microscope, as well as an annual comprehensive preventative maintenance service for one year. Only Thermo Fisher Scientific, as the original equipment manufacturer through its acquisition of FEI Company, possesses the certified expertise and trained technicians necessary to perform these tasks safely and effectively, with no alternative providers capable of meeting the technical requirements. This action is justified under FAR 6.302.1-1 due to the unique nature of the equipment and the absence of other responsible sources. The contract will be executed under NAICS code 811210, with a $34.0 million size standard, and PSC code J066. No solicitation will be published on SAM.gov as this is a sole source determination. Interested parties may contact Contracting Officer Millicent Covert via email, though the decision to proceed without competition remains at the officer’s discretion.

Pest Management Services at Joint Base Elmendorf-Richardson, AlaskaThe contract for Pest Management Services at Joint Base Elmendorf-Richardson, Alaska, under solicitation number HT941026Q2055, is a combined synopsis/solicitation issued by the Defense Health Agency’s Healthcare Contracting Division-West, with performance required at Eareckson Air Station, Alaska. This is a Total Small Business Set-Aside under FAR 19.5, limited to small businesses as defined by NAICS code 561710, which has a size standard of $18 million in average annual receipts. The contract includes a base period and four optional performance periods, though specific start and end dates, delivery schedules, and contract value are not detailed in the available information. Proposals are due by August 11, 2026, and must be submitted via email to designated points of contact. Evaluation of offerors will rely heavily on past performance, assessed through a detailed questionnaire that rates prior work based on criteria such as adherence to contract terms, technician qualifications, quality control effectiveness, and documentation completeness, using adjectival ratings ranging from Exceptional to Unsatisfactory. The government will inspect and accept services at the place of performance, with no specific packaging, marking, invoicing, or payment instructions outlined. While technical requirements mandate use of qualified and certified technicians and compliance with contract terms, no external standards or security clearance requirements are specified. No pricing data, award methodology, or representations and certifications from offerors are included in the provided materials, and the award basis—whether Lowest Price Technically Acceptable or trade-off—is not explicitly stated, though the emphasis on qualitative performance evaluation suggests a trade-off approach. The contracting office is located in Camp Pendleton, California, with primary and secondary contacts available for submission inquiries.

Integrated Referral Management and Appointing Center (IRMAC) ServicesThe Defense Health Agency Contracting Activity is seeking an 8(a) set-aside contractor to provide Integrated Referral Management and Appointing Center (IRMAC) services for Military Treatment Facilities in Hawaii and the Pacific Northwest under solicitation HT941026R2001. The requirement is for non-personal services involving centralized Patient Appointing Services, Referral Management Services, and Clear and Legible Report accountability Services, all governed by Defense Health Agency directives and standard business rules. The North American Industry Classification System (NAICS) code is 561110, Office Administrative Services, with a size standard of $12.5 million, following an amendment that revised the original code from 621999. An appeal to the Small Business Administration's Office of Hearing and Appeals temporarily suspended the offer submission deadline pending resolution, but the revised deadline is now set for August 7, 2026. Offerors must be currently eligible for an 8(a) contract as of the estimated award date of September 30, 2026, and graduation from the 8(a) program disqualifies an offeror. Proposals must be submitted electronically by the deadline, with strict formatting requirements including 10-point minimum font, single spacing, and separate files for technical and pricing volumes, where pricing must appear only in Volume IV. The contract includes a base period from October 1, 2026, through December 31, 2026, and five option periods extending through March 31, 2031, with performance to be delivered remotely via phone and electronic media from within 25 miles of any U.S. Military Treatment Facility. Evaluation is conducted through a trade-off process prioritizing Technical Capability and Past Performance equally, with Price being significantly less important; offerors must pass three mandatory thresholds: an Acceptable rating for Technical Quality, Satisfactory Confidence for Past Performance, and confirmed 8(a) eligibility. The vendor must comply with extensive security protocols including HSPD-12, FIPS PUB 201, and OMB M-05-24 for personal identity verification, and adhere to Privacy Act, HIPAA, and FOIA requirements, assuming full responsibility for any PII/PHI breaches at no cost to the government. All contractors must submit a Quality Control Plan within 30 days of award and provide monthly manpower reports and performance metrics via the Wide Area Workflow
