Regional Drainage Master Plan

The City of Seguin is soliciting statements of qualifications from professional consulting firms to develop a Regional Drainage Master Plan. The primary objective of this project is to expand the existing drainage plan by incorporating the Young Creek, Cottonmouth Creek, Geronimo Creek, and Long Branch-Mill Creek watersheds. The selected consultant will conduct studies for hazard mitigation planning to identify flooding vulnerabilities for current infrastructure and assess the impacts of future growth, ensuring all work aligns with Texas Water Development Board regulations and applicable city, state, and federal laws. Proposals are due by November 3, 2026, and will be evaluated based on organization, personnel, and experience (45%) as well as the general quality and adequacy of the response (15%). The selection process may include interviews, and the City reserves the right to negotiate contract terms and reimbursement rates with the highest-scoring proposer. The successful firm must be able to commence work within thirty days of the award and maintain specific insurance requirements, including listing the City as an additional insured and providing a waiver of subrogation. Required documentation for submission includes a proposer data sheet, reference data sheet, conflict of interest questionnaires, and certifications regarding lobbying and interested parties.
