Regions 01 and 02 A&E Services

The USDA Forest Service is seeking to establish an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for Architectural and Engineering (A&E) Facilities Design Services across Region 1 (Northern) and Region 2 (Rocky Mountain), covering nine states including Idaho, Montana, Washington, North Dakota, South Dakota, Wyoming, Colorado, Nebraska, and Kansas. This procurement is a total small business set-aside under NAICS code 541330, with a size standard of $25.5 million, and requires all offerors to be registered in the System for Award Management (SAM) with annual updates to remain eligible. The contract will support a wide range of facility needs including new construction, maintenance, and renovation of buildings, roads, landscape, site development, and mechanical and electrical systems at Forest Service administration and recreation sites. Up to 14 firms will be selected based on an order of preference determined by demonstrated competence and qualifications under FAR 36.602-1, with evaluation factors including professional qualifications via SF330, specialized expertise in civil, structural, environmental, geotechnical, electrical, and mechanical engineering, surveying, landscape architecture, interior design, historic preservation compliant with the Secretary of the Interior’s Standards, construction inspection, archival services, and project management. Offerors must also demonstrate the capacity to perform multiple tasks across a vast geographic area within short field seasons and respond to urgent construction deadlines. Additionally, the contract requires teams to include LEED-accredited professionals with a history of completed LEED-certified projects and a Certified Green Globes Professional (GGP) to be obtained within one year of award, with GGP-certified individuals expected to have experience in project management, building commissioning, and documentation. Proposals, limited to 20 pages in addition to required SF330 forms, must be submitted via email to gilbert.chonje@usda.gov by 4:00 PM Eastern Time on June 15, 2026, with inquiries due by May 25, 2026. The resulting IDIQ contracts will have a five-year ordering period with task orders issued as needed, and performance will occur across any USDA unit within the designated regions.
