SOURCES SOUGHT FOR PMA-213 NAVAL AIR TRAFFIC MANAGEMENT SYSTEMS
FOR PROGRAM/PROJECT MANAGEMENT SUPPORT SERVICES
- INTRODUCTION
PMA-213 is a program office under the Program Executive Officer, Tactical Aircraft (PEO (T) responsible for providing relevant, sustainable, decisive air traffic management capabilities to get the warfighter to, through and back from the fight. The portfolio “Core/Commodity” multi-platform capability enablers include: Ship Air Traffic Management (ATM) Systems: Joint Precision Approach and Landing Systems (JPALS), Radar Landing Systems (RLS), SPN-50 Maritime Air Radar for Tactical Aircraft, Tactical Air Navigation (TACAN); Shore Air Traffic Management Systems: Shore Air Traffic Control Systems, Expeditionary Air Traffic Control Systems, Shore Landing Systems (Instrument Landing Systems and Precision Approach Radar); Combat Identification (CID): Air Systems, Ship Systems (Mode 5, OE-120, Real-Time Digital power system Simulator (RTDS), Emerging System), Next Generation CID; International Programs; Advanced Development: Technical Integration, Technology Development, Data Management Development, Readiness Cell. The DRAFT Performance Work Statement (PWS) attached to this Sources Sought notice supports domestic and Foreign Military Sales (FMS)/international products.
The Contractor shall provide project management, acquisition management and administrative support services for PMA-213 development projects/activities. These services are integral to the execution of development projects/activities supporting combat aircraft under the cognizance of PMA-213.
This Market Research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. The results of the Sources Sought will be utilized to determine if any Small Business Set-Aside opportunities exist. Additionally, this source sought is being used to gather constructive information from Industry to improve the request for proposal (RFP).

3.0 ELIGIBILITY
- The Government is considering the following North American Industry Classification (NAICS) codes for this requirement: 541330 - Engineering Services ($47M).
- The anticipated Product Service Code (PSC) is R408 - PROGRAM MANAGEMENT/SUPPORT SERVICES
- Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Note: FAR 52.219-14 (OCT 2022) Limitation on Subcontracting requires a small business prime or similarly situated entities on a set-aside to perform at least 50% of the cost of contract performance. Small business primes may now count “first tier subcontracted” work performed by similarly situated entities as if it were performed by the prime itself. Please read the full text of the clause.
- In addition to the above, the Government is requesting feedback on the draft PWS, draft labor categories and associated LOE, and draft estimated labor rates by labor category. If there is any feedback on any of these documents, please include that within the capabilities statement submission. Specific details are requested to help in supporting the feedback. This feedback DOES NOT count against the page limitations for the capabilities statement and should be submitted as a separate file at the same time as the capabilities statement submission. The Government may or may not reach back out to the companies to discuss the feedback in depth.
