Regional Landfill Options for Orange County (RELOOC) Strategic Plan - Frank R. Bowerman (FRB) Landfill ImplementationThe Frank R. Bowerman Landfill Implementation, part of the Regional Landfill Options for Orange County (RELOOC) Strategic Plan, involves a series of environmental and operational upgrades to extend the landfill’s capacity and lifespan to approximately 2053. Authorized under the California Environmental Quality Act, the project includes phased vertical and horizontal expansions within the existing property boundary, an increase in the maximum daily disposal rate to 11,500 tons, and measures to address on-site landslides through temporary disturbance of adjacent areas for slope stabilization. A Soil Management Plan is in place to protect nearby canyons and habitat, ensuring compliance with environmental safeguards for local flora and fauna. The project also incorporates comprehensive landfill gas management improvements, including the replacement of two existing flares with new enclosed, LFG-fired flares, the installation of a unified sulfur removal system common to all flares, and administrative reorganization of permits to isolate each flare into individual permitting structures. Emission limits for sulfur oxides and hydrogen sulfide on existing flares have been updated to meet current Best Available Control Technology standards without increasing the volume of gas flared. Permit applications have been submitted to the South Coast Air Quality Management District to modify or establish new permits for the upgraded flare system, the integrated treatment infrastructure, and a Significant Title V Permit Revision, ensuring regulatory alignment and environmental accountability.
