USS JOHN P MURTHA (LPD 26) FY27 Docking Selected Restricted Availability (DSRA) Request for ProposalsThe Naval Sea Systems Command is soliciting proposals for the Docking Selected Restricted Availability (DSRA) of the USS JOHN P MURTHA (LPD 26), a complex maintenance and modernization effort requiring a highly capable contractor with substantial facilities and technical expertise. The work encompasses approximately 158,000 man-days of maintenance and 26,000 man-days of modernization, covering critical ship systems including hull structure, propulsion plant, electric plant, command and surveillance systems, auxiliary systems, outfit and furnishings, and armament. Key modernization projects include the SSDG seawater piping upgrade and the Central Fresh Water System REA, with major tasks involving structural welding, piping, electrical, and ventilation work. The contract is expected to be awarded as a Firm-Fixed-Price arrangement, and due to the scale and specialized nature of the requirement, market research has determined that there are not two or more small business concerns capable of competing, so the procurement is not set aside for small businesses. Offerors must be registered in the System for Award Management with a valid Unique Entity Identifier and must comply with electronic submission through PIEE. The proposal deadline has been extended to August 4, 2026, and all applicable attachments, including CDRLs, J-attachments, and S-attachments, are not publicly available and must be requested in writing from the Contract Specialist and Contracting Officer, with access granted via DoD SAFE. For documents with distribution restrictions, offerors must contact the SWRMC Technical Librarian directly. The contractor must possess a West Coast facility with a pier of at least 684 feet in length, and the site must meet strict infrastructure specifications including 8000 amps of 450-volt, three-phase electrical power, 9500 gallons per day of potable water, 1250 gallons per minute of seawater at 150 PSI, and the ability to handle 10,000 gallons per day each of effluent and wastewater. Mean water depth at the pier must exceed 33 feet to accommodate the ship’s draft. In addition to physical infrastructure, the contractor must demonstrate the ability to coordinate and integrate multiple trades and teams including Alteration Installation Teams, I-Level and Ships Force personnel, and manage Long Lead Time Material procurement and storage. An integrated production schedule incorporating all aspects of the availability is required. The work is to be performed along the West Coast, and while the period of performance

USS RUSHMORE (LSD-47) 7C1 SRA 52pkgThe solicitation N6264926R0011 for the USS RUSHMORE (LSD-47) 7C1 SRA has been amended to refine the scope of work by reducing the number of Independent Contract Items (ICNs) from 54 to 52, with two ICNs fully removed from the requirement package and 38 ICNs having their Production Completion Dates revised to align with updated specifications. The revised specifications are accessible via DoD SAFE, and vendors previously interested in the solicitation will receive direct instructions for access. Section B has been updated to reflect the new ICN count of 52 for CLIN0001, and the growth CLIN percentage for CLIN0002 has been adjusted from 16.27% to 16.21% of CLIN0001’s total proposed cost. Section J has been modified to rename Attachment (1) as “SRF-JRMC Det. Sasebo Work Specifications (Revised 38 ICNs)” and to advance Attachment (2) to Revision 3 of the Price Proposal Breakdown Sheet, ensuring alignment with the revised ICN structure and pricing documentation. The contract remains a Firm Fixed Price (FFP) arrangement under a Master Agreement for Repair and Alteration of Vessels, with performance scheduled from October 12, 2026, to July 31, 2027, at Sasebo Naval Base, Japan, under F.O.B. Destination terms. Proposals must be submitted electronically by 10:00 hrs on July 29, 2026, via email or DoD SAFE, organized into four distinct volumes as prescribed, with pricing detailed exclusively in Volume 4. Evaluation prioritizes Technical acceptability, followed by Past Performance, which holds greater weight than Price, with award based on Best Value Trade-Off rather than Lowest Price Technically Acceptable. Compliance with MIL-STD-130 and MIL-STD-129 is mandatory for item and shipment marking, with Unique Item Identifiers encoded in machine-readable data matrix symbols. Contractors must maintain an ISO 9001:2015-compliant Quality Management System, submit a Test and Inspection Plan and Objective Quality Evidence, and adhere to strict protocols for Controlled Unclassified Information under SRF-JRMC directives.
