AI Contract Overview
The contract is for the procurement of electromagnetic relays, identified by NSN 5945-01-274-6410, under solicitation SPE7M1-26-U-4688, issued by the Department of Defense’s Maritime Supply Chain. The item is classified as a commercial item and is listed on a Qualified Products List, requiring compliance with MIL-PRF-83536/19E and MIL-PRF-83536H(1) SUP 1 specifications. Delivery is required within 141 days after order placement, with FOB Origin terms and no variance allowed in quantity. The contract is an indefinite-delivery contract with an estimated quantity of 72 units and a maximum contract value of $350,000, though the unit price is not specified and the quantity is non-binding. Packaging must adhere to MIL-STD-2073-1E with preservation method 41, unit container D3, and packaging code U, while marking must follow MIL-STD-129 with the special code ZZ, including compliance with IPC/JEDEC J-STD-609 for identifying lead and lead-free finishes on component packaging. Hazardous material handling is governed by OSHA’s Hazard Communication Standard, with strict prohibitions against intentional use of mercury except in specific exempted applications such as batteries, fluorescent lamps, sensors, weapon systems, and NAVSEA-specified reagents, all of which must include secondary containment and shockproof design per NAVSEA 5100-003D. The use of ozone-depleting substances is entirely prohibited in manufacturing or processing unless explicitly approved by the Contracting Officer, and this restriction supersedes any conflicting specification requirements. The contract mandates electronic submission of proposals through the DLA Internet Bid Board System by August 6, 2026, with post-award invoicing required via Wide Area WorkFlow. Acceptance and inspection occur at the destination, and the Government retains full responsibility for final acceptance. Contractors must affirm their size status and socioeconomic certifications in SAM, including representations for small business, HUBZone, WOSB, SDVOSB, and other categories, and disclose UEI and CAGE codes if providing covered defense telecommunications equipment. Clauses on employment equity, trafficking in persons, employment eligibility verification, sustainable products, and accelerated payments to small businesses are incorporated, alongside tailored clauses such as DFARS 2
