Relocation Services for Scattered Sites

The Housing Authority of Cook County is soliciting proposals for relocation planning and consulting services to support the rehabilitation of a 48-unit scattered-site public housing portfolio located in Evanston and Wheeling, Illinois. The selected firm will be responsible for developing a comprehensive Relocation Plan, managing tenant communications and coordination, handling move logistics, and ensuring strict compliance with HUD RAD, URA, IHDA, and other federal, state, and local regulations. The contract term is 24 months from the date of execution, with one optional renewal period. Proposals must be submitted electronically via the HACC Portal by September 3, 2026, at 11:00 a.m. Award decisions will be based on the best value, evaluated through a weighted scoring system covering qualifications and experience (25 points), technical approach (25 points), capability and resources (20 points), past performance (15 points), and cost (15 points). Minimum requirements include at least five years of experience in affordable housing relocation. Shortlisted candidates may be required to participate in oral presentations and interviews. The contractor must maintain comprehensive insurance coverage, including Commercial General Liability of 1 million dollars per occurrence and Professional Liability of 1 million dollars per claim. Compliance with the Davis-Bacon Act, local minimum wage requirements, and equal employment opportunity reporting is mandatory. Additionally, the firm must provide Housing Quality Standards and Housing Choice Voucher program inspection services as part of the quality assurance process.
