This open-end contract is established for the procurement of remanufactured, repaired, or rebuilt bus transmissions, primarily serving the Broward County Transportation Department and other county agencies with similar needs. The contract encompasses a range of transmission models from manufacturers such as Allison, Voith, ZF, and Eaton, with specifications emphasizing the use of genuine OEM parts, adherence to manufacturer rebuild programs, and warranty coverage ranging from one to two years. Delivery terms specify FOB destination locations within Florida, with an emphasis on quality control through dyno testing and BCT’s audit rights. The contract size is estimated between 500,000 and 2 million dollars, and it is structured as an indefinite quantity, with no guaranteed minimum, for an initial period of one year, potentially renewable. The procurement process incorporates comprehensive federal and county-specific compliance requirements, including adherence to the Federal Transit Administration (FTA) regulations, Buy America provisions, drug and alcohol testing certifications, anti-human trafficking affidavits, and debarment and lobbying restrictions certifications. Vendors must submit responses electronically via Broward’s BPRO platform by the specified deadline, ensuring all documentation, including insurance certificates, certifications, and questionnaires, are complete and timely. The contract also mandates strict compliance with federal funding supplements, standard terms and conditions, and specific specifications for quality assurance, warranty, and delivery. Addenda and supplemental documents clarify and update the solicitation, while supporting documents outline the legal, ethical, and operational standards vendors must meet to participate in this federally assisted procurement.
