1. This is a market survey for a construction project titled: Thomas P. Stafford Building (TPS) Renovations at the Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK.

2. The Magnitude of Construction is between $20,000,000 to $30,000,000.  The Contract Award is projected for November 2027.  Performance and payment bonds will be required in a penal sum equal to 100% of the contract price. 

The Headquarters Building (HQB) at the MMAC is a 222,130 GST building originally constructed in 1991 and is comprised of a basement and two floors above grade.  The Thomas P. Stafford Building (Building 27) at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City functions as a state-of-the-art training complex. It houses the FAA Academy, providing advanced classrooms and simulation laboratories for air traffic control and Technical Operations students and instructors. This project will upgrade the aging mechanical and electrical systems serving the building.  Work associated with construction of this project will be done primarily after hours (12:00 am to 6:00 am Monday through Friday) and weekends to prevent disturbance to classes while the building is occupied.

The work required for the facility will include the following:

• Demolition and replacement of 5 knockdown construction semi-custom air handling units with provision for temporary packaged air handling units to continue HVAC service to spaces where the air handing units have been removed until new units have been installed.
• Rebalancing of primary air to fan powered variable air volume boxes served by new air handling units for newly calculated heating and cooling loads.
• Demolition of existing 180-ton chiller, cooling tower, condenser water pumps and associated condenser water piping.
• Demolition and replacement of roof mounted relief air hoods and control dampers and pressure sensors for control of building relief air.
• Demolition and replacement of building smoke evacuation fans and associated air dampers and associated controls.
• Demolition and replacement of building chilled water pumps with new VFD controls.
• Modify existing support structure and provide new 500-ton cooling tower with 1000 lb. jib crane and VFD.  Connect new tower into existing condenser water piping system.
• Remove all pneumatic controls from equipment being replaced and provide DDC controls.
• Provide demolition and replacement of the electrical infrastructure (conduit, circuits, short circuit protection, starters, overload protection, VFDs, harmonic filters, etc.) associated with each piece of new mechanical equipment. Provide a Short Circuit Current Review (SCCR) study, an Electrical Protection Device Coordination study, and an Arc-Flash Hazard Analysis (AFHA) study for any new transformers or panelboards added to the building.
• Provide one-line diagrams capturing all revisions associated with electrical work.
• Demolition and replacement of all corridors, entry atriums, and exterior stairs grid and ceiling tiles except for ceiling at second floor above the central atrium.
• Demolition and replacement of all supply diffusers and return grilles in main circulation spaces where lay-in ceilings are to be replaced.
• Demolition and replacement of the electrical infrastructure (conduit, circuits, short circuit protection, relays, etc.) for the Common Circulation Areas.
• Demolition and replacement of all the remaining non-LED fixtures in the Common Circulation Areas (i.e. corridors, vestibules, coves, stairs) of the Basement, 1st, and 2nd Floors for both general and egress lighting purposes. This includes demolition and replacement of the existing fluorescent linear strip fixtures containing LED T8 lamps and the replacement of all exit lights/signs with new LED fixtures. Upgrade/replace the existing Common Circulation Areas lighting controls.
• Replace finishes and fixtures in bathrooms on all floors. Replace wall tiles, countertops, sinks, faucets, partitions, paint ceilings and doors, new door push plates and kick plates. Provide temporary trailer restrooms to maintain current fixture counts during renovation of restrooms. Only one men’s and one women’s restroom in the facility shall be under construction at a time. ADA automatic door openers are to be protected during construction and/or re-installed and operational after renovation at restrooms in which they occur. Demolition and replacement supply diffusers and exhaust grilles in restrooms. Modify fire sprinklers serving restrooms as required. Upgrade/replace the Lighting and Lighting Controls as part of the coordinated restroom upgrades. LED lighting shall be used for both general lighting and egress lighting with footcandle illumination levels meeting both Life Safety required code levels and IES recommended target design levels.
• Replace and upgrade the existing fire alarm system. Upgrade both detection and notification devices with new addressable devices. Upgrade both above-floor and under-floor devices. Upgrade remote annunciator stations. Upgrade existing FA conduits and conductors. Upgrade remote monitoring True Site Workstation programming and graphics.
• Upgrade finishes in common circulation areas.  Replace breakroom millwork and layout near café on the first floor. Replace flooring in café. Paint all corridor walls to full height on all floors. Paint all gypsum wallboard ceilings in corridors and levels above the main entries. Remove circular signage at all doors and paint doors and door frames both sides. Replace with ADA compliant signage next to doors. Replace walk-off grating at all entrances to the building. Replace VCT flooring at all exterior stairwells and at corridor alcoves. Paint all door frames and window framing gray color in place of purple. Replace stair treads at four exterior staircases, new treads to include an abrasive edge to closely match what is installed at interior atrium staircases.
• Provide a complete, code-compliant Emergency Responders Radio Communications System (ERRCS).
• Replace chilled water computer room air conditioning (CRAC) units.
• Demolish existing pre-action fire protection system (all valves, piping and sprinklers) and install new wet pipe fire protection system for the phase one portion of the building.  Demolish and replace all ceiling grid and tiles.

3. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, to include applicable small business socio-economic status, capable of providing the required construction services as well as to determine whether adequate competition exists to set-aside the competition among small businesses, to include applicable small business socio-economic status. 

The NAICS code applicable to this requirement is 236220 Commercial and Institutional Building Construction.  The business size standard for this NAICS is $30.5 million.

The following information shall be provided by interested vendors:

2. Vendor’s business size for NAICS code 236220
3. Size and type of services provided by previous contracts (provide detailed information and past performance),
4. Number of years in business
5. Evidence of at least one (1) successfully completed construction project greater than $25M in the past five (5) years (provide detailed information and past performance),
