AI Contract Overview
The U.S. Army Corps of Engineers, New England District, is soliciting services for the rental of an articulated boom-type underbridge inspection vehicle along with a qualified driver to inspect seven Corps-owned bridges across Connecticut, Massachusetts, New Hampshire, and Vermont. The vehicle must be equipped with a functional communication system enabling real-time verbal contact between the inspection basket and the main control station, and its weight must not exceed the lowest weight limit specified in the provided bridge list to ensure compatibility with narrow decks and tight turning radii, particularly those with curb-to-curb dimensions of 10 feet. The contractor is also responsible for supplying all necessary traffic control equipment, including cones, orange safety flags, and standardized signage such as “Road Closed,” “Lane Closed,” “Men Working,” and handheld stop/slow signs for use at each bridge site. The U.S. Army Corps of Engineers will provide personnel to operate the inspection basket while the contractor supplies and maintains the vehicle and driver. An ANSI/SIA 92.8-2012 compliant vehicle is required, and all personnel must hold current certifications in First Aid/CPR and Fall Protection, with training and maintenance documentation submitted for approval at least two weeks prior to field operations. Security and operational protocols require all personnel to complete suspicious activity reporting and security awareness training, comply with facility access protocols, and adhere to FPCON, RAMs, and HPCON measures. This procurement is a total small business set-aside under NAICS code 532490 with a $40 million size standard, open to small businesses including WOSB, EDWOSB, SDVOSB, HUBZone, and general small business concerns. All offerors must maintain an active SAM.gov registration at the time of submission to be considered responsive. Proposals will be evaluated based on technical acceptability, past performance acceptability, and price fairness and reasonableness using a trade-off approach, not as lowest price technically acceptable. The contract period of performance runs from award through September 30, 2026, with work tentatively scheduled for late summer. Invoicing must be conducted via Wide Area WorkFlow (WAWF), and the prime contractor is responsible for all equipment, personnel, and compliance certification without reliance on subcontractor performance unless a formal teaming agreement is submitted. A comprehensive set of FAR clauses apply, including cybersecurity requirements under 252.204-7012 and 252.204-7
