Amendment 001Amendment 001 is raised to answer questions received from potential offerors and amend the Basis of Payment in Annex “C” from the original Request for Standing Offers.Title: Rental of Mobile OfficesDescription of Requirement:The Department Canadian Heritage (PCH) wishes to establish a Standing Offer Agreement with one (1) to two (2) office style job site trailer rental companies for a period of one year firm with the possibility of two additional option years. The Contractor shall provide portable offices and storage areas (job site trailers) to meet the needs of various event programming components at official PCH sites.Duration of Contract:The Standing Offer is to be issued for a period of one (1) year with the option of extending it for two (2) additional one (1) year period. This may include events that recur year to year or one-off special events that occur on an as required basis.Initial Period: From issuance of Standing Offer until May 31st, 2024Option Period 1: From June 1st, 2024, until May 31st, 2025Option Period 2: From June 1st, 2025, until May 31st, 2026Evaluation Process and Selection MethodologyThere are mandatory technical criteria and rated technical associated with the requirement. The mandatory criteria are as follows:The Offeror must provide a complete list of items in their inventory that meet *as closely as possible the typical needs of Winterlude and Canada Day (see Attachment 1 to Annex C ). *Acceptable variance of ± 6 feet for length and ± 2 feet for width.The Offeror must demonstrate the ability to perform deliveries and/or pick-ups six days a week (Monday to Saturday) in compliance with the Quebec and Ontario Highway Traffic Act.The offeror must provide all prices requested in Annex C, the Basis of Payment.The Offeror must provide a specification file for each of the proposed units. This file must include electrical specifications, unit weight and dimensions.For a complete list of all mandatory and rated technical criteria, refer to the solicitation documents.The selection of a successful bidder will be made using the following selection methodology:LOWEST EVALUATED PRICESOffers will be ranked in order based the lowest total price from sample requirements laid out in Attachment 1 to Annex “C”. The two sample requirements are for evaluation purposes only and do not necessarily reflect an actual requirement.Prices will be drawn from the submitted prices in Annex “C” and inserted into the two sample requirements in Attachment 1 to Annex “C” in order to determine the total price for evaluation purposes. The two (2) offers with the lowest total price for evaluation purposes shall be recommended for issuance of a Standing Offer.Security RequirementsThere are security requirements associated with the resulting standing offer:During the term of the Standing Offer, including any option year, should the Offeror’s personnel require access to sensitive work sites such as Parliament Hill, PCH will inform the Contractor and its personnel and PCH will grant or approve SITE ACCESS CLEARANCE.
