Rental of two (2) Remote-Controlled Target Carrier Vehicles

The Department of National Defence is soliciting offers for the rental of two remote-controlled target carrier vehicles for an initial term ending March 31, 2028, with four optional extension periods extending the potential contract duration to March 31, 2032. The vehicles must be designed for outdoor use across various terrains and demanding environments, featuring a minimum length of 8 feet, a minimum width of 3 feet, and a maximum height of 7 feet. Technical requirements include a wireless remote range of at least 2 km, speeds of 20 km/h or greater, and an operating temperature range from -30°C to +35°C. The vehicles must be weatherproof with IP65 rated components and provide ballistic protection against 7.62 mm projectiles. Powertrain options include electric systems with specific endurance and charging requirements or gasoline systems with at least 8 hours of endurance. The vehicles must support both fixed 3D targets and 2D targets via a lift system. The contract will be awarded to the compliant offer with the highest combined rating of technical merit, weighted at 40 percent, and price, weighted at 60 percent. To be considered, offerors must pass several gates, including solicitation compliance, mandatory technical criteria, and a minimum technical threshold of 25 points. Delivery is required FOB Destination to the Valcartier Garrison in Quebec. The successful contractor must provide comprehensive training and technical support in English or French and adhere to strict standards regarding insurance, ethics, and employment equity. Payment will be processed through various electronic instruments, including direct deposit and acquisition cards.
