Rental of two (2) Remote-Controlled Target Carrier Vehicles

The Department of National Defence, Government of Canada, is soliciting offers for the rental of two remote-controlled target carrier vehicles under solicitation number W3010-26CT02A, with a submission deadline of September 3, 2026. The initial contract period runs from the date of signature through March 31, 2028, with irrevocable options to extend the rental for up to four additional one-year periods extending to March 31, 2032. The vehicles must support 2D targets with a lift system and be compatible with fixed 3D targets. Delivery of the vehicles, training, and return services are required, with all shipping occurring under FOB Destination and DDP terms to Valcartier Garrison, QC. All delivery charges, customs duties, and applicable taxes are the contractor’s responsibility. Proposals must comply with mandatory and technical pass/fail gates, including full adherence to solicitation requirements and achieving a minimum of 25 out of 40 points in the technical evaluation. The award will be based on a combined rating of technical merit at 40% and price at 60%, with the highest-scoring compliant offer selected. Contractors must submit proposals in three distinct sections: technical, financial, and administrative forms, including the Offer Submission Form and Offeror Declaration Form, with all documentation in English or French. The contractor must maintain a machine-readable accounting system with full audit trails, retain records for the duration of the contract and up to seven years after final payment, and comply with invoicing requirements that include separate breakdowns of taxes, delivery details, and subcontractor costs.
