The contract involves awarding a sole source agreement to Perris Sky Venture, located in Perris, California, for the rental use of a vertical wind tunnel for 140 hours. This service supports the Navy Expeditionary Combat Command Pacific in Pearl Harbor, Hawaii, specifically for Explosive Ordnance Disposal (EOD) parachute sustainment training. The choice of Perris Sky Venture is based on their unique ability to fulfill the specific statement of work requirements, making them the only reasonable source for this contract. The Department of Defense’s Naval Supply Fleet Logistics Center in San Diego will utilize simplified acquisition procedures under the authority of FAR regulations, allowing for a non-competitive sole source procurement due to the exclusivity of the service and urgency involved. This notice serves to inform potential interested parties that although this is a sole source procurement, feedback and product information can be submitted by a specified deadline; however, no formal request for quotations will be issued. The Government maintains full discretion over whether to proceed with a competitive process based on any responses received. The contract is classified under NAICS code 611699, relating to all other schools and instruction, and pertains to services integral to specialized military training logistics. The procurement reflects the Navy’s need for timely and specialized training equipment rental to maintain mission readiness in explosive ordnance disposal activities.
