Repair & Return of Wheelsets and Gearboxes

The Southern California Regional Rail Authority (SCRRA) is soliciting bids under IFB EP254-27 for the repair and return of locomotive wheelsets, gearboxes, and passenger rail car wheel assemblies. This is a firm-fixed-price, indefinite delivery/indefinite quantity (IDIQ) contract with a base period of three years and two optional one-year renewals. The selected contractor will be responsible for the disassembly, inspection, machining, component replacement, reassembly, testing, certification, packaging, and return shipment of equipment. Services must be provided either through the rebuild of Authority assemblies or via a core unit exchange. A critical requirement for all bidders is the possession of AAR M-1003 certification. The contract emphasizes strict operational standards, including a required five-week turnaround time for rebuilt wheel assemblies, with liquidated damages applicable for delays. Deliveries are made FOB Origin via the Authority's third-party contractor to the Metrolink Central Maintenance Facility in Los Angeles. Award will be granted to the lowest responsive and responsible bidder. Bidders must submit electronic proposals by September 9, 2026, including comprehensive certifications regarding non-discrimination, non-collusion, and organizational conflicts of interest. The contractor must also maintain significant insurance coverages, including automobile liability and workers' compensation, and indemnify the Authority and its member agencies.
