Reporting Center for Court Involved Youth

Cook County, Illinois, is seeking qualified community-based organizations through solicitation 2514-11031 to provide facilities, staffing, transportation, and administration for Reporting Centers serving court-involved youth aged 10 to 21. The primary goal of the program is to provide a detention alternative that keeps youth in the community and reduces incarceration risks. The scope of work requires the implementation of a trauma-informed care model and mental health awareness, featuring a rotating curriculum, certified CBT programming focused on critical thinking, and certified pet therapy. All services must align with the Balanced and Restorative philosophy of the Juvenile Justice Act and the Juvenile Detention Alternatives Initiative. The contract is structured as a Professional Services Agreement with a three-year base term and two optional one-year renewal periods. Proposers must submit separate technical and pricing proposals via the Bonfire Vendor Portal by October 28, 2026. Pricing is subject to a 10 percent cap on indirect costs.
