Request for Applications for On-Call Feeding and Bottled Water Delivery Service

The Oregon Department of Human Services, Office of Resilience and Emergency Management, is seeking multiple vendors to establish on-call price agreements for feeding and bottled water delivery services throughout the State of Oregon. These services support individuals affected by declared emergencies, disasters, and extreme weather, with deliveries made to distribution hubs or shelter locations such as warming/cooling centers and hotels. Available service options include large-scale, small-scale, or onsite meal preparation, the delivery of food boxes, Meals Ready to Eat (MREs), hydration aids, and bottled water, as well as the provision of reloadable meal cards or vouchers. The initial term for awarded agreements is anticipated to run through June 30, 2027, with specific tasks authorized via Service Request Orders. Applications must be submitted electronically through the OregonBuys portal by December 31, 2026, at 3:00 P.M. PST. The evaluation process follows a pass/fail methodology based on responsiveness and the ability to meet minimum qualifications, including a requirement for vendors of pre-packaged items to have at least one year of relevant experience. Required submission documents include an applicant questionnaire, certifications, a responsibility inquiry, and a COBID outreach plan. Awarded contractors must maintain commercial general liability insurance and adhere to all federal, state, and local health and safety standards for food handling and storage. Payments will be issued via Electronic Funds Transfer within 45 calendar days of receiving an approved invoice.
