Freedom 250 Reception and Fireworks Event
Solicitation # 19JA7027Q0002
The U.S. Consulate General Sapporo is soliciting quotations for a firm-fixed-price contract to provide comprehensive event management for the Freedom 250 commemorative event on February 5, 2027. The event features a two-hour reception at Nouvelle Pousse at Okurayama followed by a 20-minute professional fireworks display starting at 8:00 p.m. The contractor is responsible for all aspects of the event, including venue coordination, hospitality, entertainment, permitting, transportation, parking, photography, videography, technical support, and safety management. Because the event coincides with the Sapporo Snow Festival, the contractor must manage all associated operational challenges, such as increased traffic, crowd management, and specific festival-related permitting. Award will be granted to the lowest priced, technically acceptable, and responsible offeror. Technical evaluations will focus on relevant experience managing VIP events and professional fireworks displays in compliance with Japanese laws, as well as the contractor's approach to safety and operational oversight. Key deliverables include planning documents due within ten days of award, finalized permits and safety plans prior to the event, and the delivery of professional photography within five business days post-event. All U.S. contractors must be registered in the System for Award Management, and quotations must be submitted electronically in English by November 20, 2026.

RFI - Event Management & Technical Production Services for Commencement Ceremonies
Solicitation # 1254826
Grand Valley State University is issuing Request for Information 1254826 to gather technical insights, vendor qualifications, and preliminary cost structures for a potential five-year contract. The objective is to secure comprehensive event management, technical production, and live event coordination services for four annual commencement ceremonies held at Van Andel Arena in Grand Rapids, Michigan. This process is strictly for information-gathering and planning purposes and does not constitute a formal solicitation for bids or a commitment to award a contract. Key requirements for interested suppliers include proficiency in Tassel software for displaying names and announcements, and the ability to provide technical documentation such as rigging designs and CAD drawings. Deliverables include the production of video-recorded electronic files of all ceremonies in modern digital formats. Vendors must demonstrate experience collaborating with Van Andel Arena management on technical safety and logistics, and they must ensure all subcontractors meet higher education risk and insurance standards, including commercial liability and workers compensation. The university emphasizes socially responsible procurement, prioritizing American-made products and services when they are technically acceptable and price-competitive. All responses must be submitted through the GVSU Workday Strategic Sourcing platform by 5:00 PM ET on November 13, 2026. As this is an RFI, the university is seeking budget estimates rather than binding prices.

The West Piedmont Planning District Commission is seeking qualified individuals or firms to provide professional assistance for the 2027 season celebrations marking the 80th anniversary of Martinsville Speedway and the 250th anniversary of Henry County. The solicitation, identified as RFP-130413, offers two distinct roles: a Crew Chief to serve as Project Manager and a Track Manager to act as an Event Consultant. The Crew Chief will focus on overall project management, partner engagement, and sponsorship support, while the Track Manager will handle technical event planning, site logistics, and operational safety. Proposers may apply for one or both roles, provided they submit separate scope narratives and pricing for each. The engagement is expected to last 18 months, beginning in late 2026 and continuing through the post-event closeout of the 2027 initiative. While some work can be performed remotely, a regular on-site presence in the Martinsville-Henry County area is required for key meetings and events. 1. Summary NASA is seeking interest from entities in collaborating with NASA on a nonreimbursable (no exchange of funds) basis to collaborate on planning and logistics, as well as development of program content, for an annual planetary, lunar, and space science conference over the next five years. This partnership is expected to follow established models, where NASA partners on a collaborative basis with a host that holds its own conference. In this arrangement, NASA pays for its own contributions to the partnership, while the partner covers the other conference costs, including providing the venue. This Request for Information seeks input to identify interest of potential partner(s) (“Partner”) for a potential partnership opportunity with NASA. NASA is interested in receiving responses with creative ideas for a potential opportunity to collaborate on scientific program content for the conference once yearly from 2026 – 2030 over the course of the 5-year partnership. Those entities that can expand participation among planetary science community members with disabilities and/or from underrepresented groups are encouraged to respond.
2 Depending on the responses to this RFI, NASA may 1) proceed to have discussions with individual respondents or 2) release an Announcement for Partnership Proposals (AFPP) to compete this opportunity with NASA under a nonreimbursable (no exchange of funds) Space Act Agreement, or both 1 and 2. Any resultant agreement(s) from this RFI or potential future AFPP will define the full roles and responsibilities of NASA and the selected Partner(s). For more information on Space Act Agreements and to see samples of such agreements, please see https://www.nasa.gov/partnerships.html. 2. Background Over the past several decades, NASA’s Planetary Science Division in the Science Mission Directorate has supported the Lunar and Planetary Science Conference (LPSC) to engage and advance the planetary science community. This conference has served as a forum for the sharing of lunar, planetary and space science research, with more than 2,000 scientists attending each year. On the order of 2,000 abstracts are submitted each year, with scientific results being disseminated through the publication of those abstracts, along with poster and oral presentations. Details about the 2024 LPSC conference can be found here: https://www.hou.usra.edu/meetings/lpsc2024/index.shtml#about. Going forward, NASA is interested in partnering with an entity on a no-funds-exchanged basis on a community-led, community-organized annual conference on planetary, lunar, and space science of a similar size and scope as LPSC. NASA anticipates collaborating with a Partner on a conference that will provide a forum or venue for reporting on new discoveries, sharing data and insights, advancing collaborative efforts and initiating new ones, planning new projects, and educating the next generation of planetary scientists. B.8 Heliophysics Spaceflight Science Foundations
Solicitation # NNH25ZDA001N-SSF
The Research Opportunities in Space and Earth Sciences (ROSES) program, specifically the Heliophysics Spaceflight Science Foundations (SSF) element under solicitation NNH25ZDA001N, is an omnibus solicitation by the NASA Science Mission Directorate. The SSF program focuses on basic science and pre-formulation research to enable high-impact, cost-effective spaceflight projects, with a current priority on establishing scientific and technical readiness for the Links and Solar Polar Decadal Survey investigations. While primarily utilizing grants and cooperative agreements, NASA may issue contracts or Funded Space Act Agreements. All organization types are generally eligible to propose, though funding is restricted, and participation involving the People's Republic of China is prohibited. Proposals are submitted via NSPIRES or Grants.gov using a two-step process. Step-1 requires an anonymized three-page proposal without a budget. Step-2 proposals typically include a 15-page technical section, a separate total budget PDF, and an expertise and resources document. Evaluation is conducted by a peer panel using Dual-Anonymous Peer Review (DAPR) based on intrinsic merit, relevance to future spaceflight goals, and cost reasonableness. Awards typically range from one to five years in duration. Key requirements include a Unique Entity Identifier (UEI) via SAM.gov, a comprehensive Open Science and Data Management Plan, and adherence to the 2024 Heliophysics Decadal Survey guidance.
