The Space and Naval Warfare Systems Center Atlantic, Advanced Technology Branch, is conducting market research to support the National Institute of Standards and Technology's Office of Law Enforcement Standards in evaluating Fast Capture Fingerprint Devices. This effort aims to identify commercial off-the-shelf and emerging fingerprint scanning technologies capable of rapidly capturing high-quality images comparable to traditional ten rolled fingerprints and both palm prints within significantly reduced time frames—under 15 seconds for fingerprints and under one minute for palm prints. The focus is on mobile fingerprint scanning solutions that enable law enforcement and military personnel to quickly identify individuals on-site or transmit data wirelessly to larger databases for immediate analysis. The information gathered through this Request for Information will inform the Fast Capture Initiative and will be shared with NIST to help improve the efficiency and effectiveness of fingerprint identification technology. The solicitation was posted on October 7, 2010, with a submission deadline of October 15, 2010. The effort is managed by the Department of Defense’s Niwc Atlantic office located in North Charleston, South Carolina. Interested parties were invited to provide details on their available or in-development fingerprint devices, with no submissions considered after the stated deadline.

The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, AdvancedTechnology Branch (Code 54140) is conducting market research to identify Fast Capture Fingerprint Devices in their support to the National Institute of Standards and Technology (NIST) Office of Law Enforcement Standards (OLES) for support of the Fingerprint Fast Capture Evaluation. Mobile fingerprint scanning is desired by law enforcement officials and the military since fingerprints scanned with mobile technology can be identified on-site or communicated wirelessly to a much larger database for identification. Information sought pertains to fingerprint devices classified as commercial off-the-shelf (COTS) as well as devices in current development. The goals of the Fast Capture Initiative are to identify new tools that are capable of capturing the same images as ten rolled fingerprints in less than 15 seconds and both palm prints in less than one minute. The information collected for the market research study will be shared with the National Institute of Standards and Technology (NIST). See attached files for additional information and instructions on how to respond to this RFI. No information from contractors will be accepted after the due date of 15 October 2010.
