AI Contract Overview
The Department of Defense, through DLA Troop Support, is seeking information from suppliers as part of a market research effort regarding the potential future procurement of fresh bread and bakery products for military customers in the South Florida Zone. This Request for Information (RFI) aims to gather feedback to assist the Agency’s Subsistence Produce and Market Fresh Program in developing a forthcoming solicitation to establish indefinite quantity contracts with commercial firms. These contracts would cover the supply of fresh bakery items meeting specific USDA freshness and quality standards, including appropriate use of mold inhibitors and temperature controls. The contract would require suppliers to provide products that adhere strictly to these quality standards across all items in the designated Market Basket. The anticipated contract period is from September 1, 2026, through September 1, 2029, with the intent to make a single award covering all items in the solicitation. Responding suppliers are encouraged to complete and return the provided Market Research Survey by May 20, 2026. This RFI does not constitute a solicitation or guarantee any future business and will not involve government payment for responses. The information collected will remain confidential and will be used solely for planning the future procurement. Contacts for submission and inquiries include Jaisen E. Tobin and Amy Paradis, who can be reached via email at the addresses provided.

Full Description
Title: Request for Information (RFI) for Fresh Bread & Bakery Products support for DLA Troop Support to military customers in the Florida Zone.
Dear Valued Suppliers:
This is a Request for Information (“RFI”). DLA Troop Support’s (“Agency”) Subsistence Produce and Market Fresh Program is interested in comments and feedback regarding the Agency’s fresh Bread and Bakery items to the Department of War (“DoW;” Troop). There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Please note that by responding to the instant Agency request, a potential offeror is not promised any future business with the Government. The sole purpose of this RFI is to conduct market research to assist the Agency in crafting an appropriate solicitation in the future.
Background: The Agency intends to issue a solicitation and ultimately enter into indefinite quantity contract(s) (“IQC”) with a commercial firm(s) to supply fresh Bread and Bakery products to military customers located in the South Florida Zone. Acceptance of supplies awarded under this solicitation will be limited to fresh product. All products delivered under this contract must conform to the following freshness requirements:
Bakery products shall include mold inhibitors of the proper level as allowed by the USDA.
Commercial standards should be used to maintain temperatures appropriate for the items.
When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render an offeror’s proposal technically unacceptable. This will consist of DoW/Troop customers in the South Florida Zone. After soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Market Basket for each Group on which it offers. Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal for each Group it has chosen to propose on. Said proposal shall be responsive to all the Solicitation’s requirements and free from any deficiencies.
Proposed contract ordering period is September 1, 2026, to September 1, 2029, for customers in the South Florida Zone. If interested, we strongly encourage you to respond using the attached questionnaire. We appreciate and thank you in advance for any feedback. Your responses regarding this solicitation are requested back by the close of business on May 20, 2026. Please respond via e-mail to the following addresses: Jaisen E. Tobin, Contract Specialist, jaisen.e.tobin@dla.mil and Amy N. Paradis, Contracting Officer, amy.paradis@dla.mil. PLEASE NOTE: You are only required to send back the completed PDF file “Market Research Survey-South FL Bread”
