Request for Information (RFI) - Joint Targeting Integrated Command and Coordination Suite (JTIC2S) Commercially Available Capability

The Department of Defense, through the W6QK Acc-Apg office in Aberdeen Proving Ground, Maryland, has issued a Request for Information (RFI-JTIC2S-2026) to explore commercially available capabilities for the Joint Targeting Integrated Command and Coordination Suite (JTIC2S), a next-generation system designed to modernize joint fires targeting and create a unified operational picture across military forces. This RFI is explicitly not a solicitation for proposals or bids but serves to gather industry input to inform future acquisition planning for the Army’s Next Generation Command and Control (NGC2) initiative. The system aims to automate planning and coordination processes, integrate Artificial Intelligence and Machine Learning for man-in-the-loop decision support, enhance data fusion from joint interfaces such as Link-16, improve user interface and experience to reduce operator cognitive burden, and transition to a cloud-native architecture for scalability and resilience. The Government seeks industry feedback on technical feasibility, development timelines, contract models, and rough order magnitude cost estimates, while emphasizing an agile, DevOps-centric development model with bi-weekly engineering releases every thirteen weeks and a goal to begin replacing JADOCS by the end of FY2026. Responses must be submitted as a single information paper in Microsoft Word or Adobe PDF format, not exceeding ten pages excluding the cover page, using 12-point font, single-spaced, with one-inch margins, and sent via email to PM_C2_Apps_RFI@army.mil with the subject line “PM_C2_Apps_JTIC2S_Response” by the extended deadline of 23 June 2026, 1300 Eastern Standard Time. The RFI is open to all industry partners, including small businesses, and respondents are prohibited from submitting classified material; any proprietary information must be clearly marked, though all submissions become Government property and will not be returned. Technical responses must address compliance with Army cyber standards including STIGs, Security Requirements Guides, and SIPR eMASS records.
