The Department of Defense Education Activity is seeking information through a Request for Information to identify a commercially available, proven platform capable of administering a proposed school choice education voucher program for approximately 11,000 dependents of military personnel stationed at U.S. bases and installations. The anticipated acquisition is structured as a one base year with four option years under the NAICS code 518210 for Data Processing, Hosting, and Related Services, and is designated as a Total Small Business Set-Aside. The platform must include a comprehensive voucher management system with robust financial controls to ensure rule-based, real-time spending tracking and audit readiness, alongside mechanisms for enrollment reporting, participation confirmation, and homeschool oversight including tutor hour documentation. Security and compliance are paramount, requiring FedRAMP authorization and DoD Cloud SRG Impact Level 4 or higher for handling Controlled Unclassified Information, strict adherence to federal and state privacy laws, and full compliance with citizenship requirements that mandate all contractor personnel, including third-party security testers, be U.S. citizens or U.S. nationals. The system must also support accessibility under Section 508, ensure auditability and transparency of any AI or machine learning models used in fraud detection or fund optimization, and provide automated archiving of communications for eDiscovery and dispute resolution.
