This RFI is issued by Broward County’s Housing Finance Division to gather information on a specific cloud-based software service used for housing assistance programs, including home rehabilitation, purchase assistance, and mortgage credit applications. The purpose is to determine whether this service, provided by Benevate LLC operating as Neighborly Software, is available from multiple vendors or if it is a sole source that uniquely meets the County’s needs. The software facilitates remote communication with applicants, reducing the need for in-person interactions, which is critical for the division’s operations. The County is not requesting pricing or making any purchase commitments at this stage but is seeking vendor input to help develop the scope of services and identify potential suppliers. Vendors are invited to submit their capabilities and supporting documentation through an electronic bidding system by the response deadline. The County’s Director of Purchasing will review all submissions to assess whether alternative solutions are available or if Neighborly Software remains the only suitable option. The decision regarding the sole source designation will be final and non-appealable. This process aims to ensure the County’s needs are met efficiently while exploring available market options, with the contract potentially valued between $500,000 and $2,000,000. The solicitation is part of Broward County’s broader efforts to streamline housing assistance operations through specialized software solutions.
