This contract request seeks information from industry sources regarding the support and maintenance of modular web-based systems that underpin five distinct business processes within the Navy Acquisition, Technology, and Logistics (AT & L) framework. The primary goal is to identify commercially available software support solutions that offer a comprehensive, integrated, and transparent methodology encompassing software maintenance, minor development, and life cycle management. The focus system, known as Register Now, manages the educational and professional records of the Acquisition Workforce (AWF) members throughout the U.S. Navy, ensuring up-to-date policy compliance while facilitating data exchange with linked financial systems via secure protocols. The initiative serves as a preliminary market research effort to determine viable support approaches capable of handling large volumes of data and metadata while adhering to specific business rules. Interested vendors must contact the designated Contract Specialist via email to gain access to the full Request for Information (RFI) documents through the Procuri system; inquiries sent through other channels will not be entertained. Submissions responding to this RFI must be received by 9:00 A.M. Eastern Time on June 17, 2009. The effort is managed by the Department of Defense’s Navsup Weapon Systems Support office in Mechanicsburg, Pennsylvania.

The purpose of this request for information is to seek ideas and information from industry for support and maintenance of modularized web based systems including minor software development efforts that support five separate Navy Acquisition, Technology and Logistics (AT & L) business processes. This preliminary effort is a market research initiative to identify and assess commercially available software application support approaches capable of an end-to-end, integrated, and transparent support methodology. This methodology should include: software maintenance, minor development and life cycle management. The existing system, Register Now, processes and monitors the entire population of Acquisition Work Force (AWF) member records within the U.S. Navy and their respective educational history as it relates to their status as an Acquisition Workforce Professional. This effort will facilitate the generation of software changes and maintenance to support policy reflection within the system in addition to accounting for all educational actions and endeavors on behalf of the Navy AWF member. This system maintains business rules, integrates with other financial systems, data bases and software applications. It stores and retrieves large amounts of data and Metadata. Retrieval and data exchange is negotiated via the Secure File Transfer Protocol (SFTP) process. Interested parties shall email the Contract Specialist and request access to the RFI. The Contract Specialist will initiate vendor access and / or registration in the Procuri system which will allow viewing of the complete RFI. Other information through email will NOT be accepted. All responses to this RFI should be submitted on or before 9:00 A.M., Eastern, 6/17/09.
