Request for Proposal - Facility Condition Assessment - Old Belmont School

The Allegany County Office of Economic Development is soliciting proposals for a professional firm to conduct a comprehensive Facilities Condition Assessment (FCA) of the Old Belmont School, located at 34 South Street, Belmont, New York. The project involves a 3.9 acre site with over 90,000 square feet of floor space. The selected firm will perform visual inspections and building records reviews to evaluate the grounds, structural integrity, building envelope, roof condition, HVAC systems, and electrical and data infrastructure. Key deliverables include a detailed inventory of buildings and equipment, a database of findings with supporting photographs, and actionable reports featuring estimated costs and timelines for repairs. Additionally, the firm must identify potential grant or funding opportunities and ensure the facility complies with ADA accessibility, fire codes, and environmental regulations from agencies such as the EPA and NYSDDEC. Qualified firms must possess at least five years of experience in FCA services and have completed a minimum of three similar projects. Proposals must be submitted as sealed bids by November 10, 2026, at 10:00 a.m., and must include a Non-Collusive certificate and a fixed-sum cost proposal. The contract requires adherence to New York Labor Law Section 220 regarding wages and supplements, as well as compliance with Allegany County standard insurance requirements. Payment will be issued as a single lump sum upon the successful completion of the project and the submission of a certified payroll.
