Building Services Support

The City of Yellowknife is soliciting proposals under solicitation number 26-091 for professional building services support to assist its Building Services team. The primary objective is to secure a qualified firm to provide expertise in Part 3 building permits, with additional support for Part 9 permits, sign permits, demolition permits, and energy efficiency report evaluations. The selected consultant will be responsible for conducting and coordinating plan reviews, providing technical guidance to building inspectors on code interpretations and structural safety, and offering administrative support for both complex and small-scale projects. All work must adhere to the National Building Code of Canada, the National Energy Conservation Code, and the City of Yellowknife's Building and Zoning By-laws. Proposals must be submitted in PDF format via the Bids and Tenders system by November 13, 2026, with services expected to commence by March 1, 2027. Evaluation is based on relevant experience and qualifications (30%), project management approach (25%), cost-effectiveness and fee structure (20%), past performance (15%), and proposal completeness (10%). The successful firm must maintain general commercial liability insurance of at least 2 million dollars and workers compensation. Payments will be made in Canadian currency, and the City retains the right to suspend services at any time without liability for lost profits.
