The Department of Defense Concessions Committee (DoDCC) is a non-appropriated fund instrumentality (NAFI) within the Department of Defense (DoD) which operates in the Pentagon Reservation (Pentagon and Mark Center) and at various other DoD locations within the National Capital Region. The Department of Defense Concessions Committee (DoDCC) intends to solicit interested companies (through the competitive solicitation process) for a single follow-on License Agreement for a firm to perform auditing services for the DoDCC and the Office of the Secretary of Defense/Joint Staff Welfare and Recreation Association (OSD/JS WRA) located within the Pentagon in Arlington, VA. A copy of the solicitation is enclosed for your consideration. The successful offeror will be required to perform annual financial and compliance audits for the DoDCC, its retail concessionaires (two per year) and the OSD/JS WRA beginning with fiscal year 2021 (October 1, 2020 through September 30, 2021). The successful offeror will be required to perform the audits in accordance with Generally Accepted Accounting Principles (GAAP) and Generally Accepted Government Audit Standards (GAGAS). The successful offeror will also be required to issue management letters, as appropriate, to include all findings, comments and recommendations on all weaknesses and deficiencies identified. The DoDCC's responsibility is to provide for the daily retail needs of both the workforce and visitors in the Pentagon Reservation. The Pentagon Reservation contains retail stores and various restaurants which are concessionaire-operated but managed by the DoDCC. In fulfilling this responsibility, the DoDCC enters into agreements with these concessionaires, provides the space and in exchange, receives commission and fees. The DoDCC receives annual revenue of over $5M in commission and fees from these agreements and redistributes a portion to other NAFIs with similar missions- to promote the health, morale and welfare of DoD civilian and military personnel. The DoDCC directly employs 10 full-time personnel. The DoDCC's fiscal year end is September 30th and has a requirement to file the appropriate audit report and financial statements with the Secretary of Defense - Director of Administration and Management, members of the Committee, and other stakeholders annually.
