Request for Proposals - Facilities Condition Assessment (FCA) and Asset Management Services for Sacramento County Department of Airports
Solicitation # 2026-WW-03
The County of Sacramento Department of Airports is soliciting proposals for comprehensive Airport Facilities Condition Assessment (FCA) and Asset Management Services across its system, which includes Sacramento International, Mather, Sacramento Executive, and Franklin Field airports. The primary objective is to establish a decision-ready baseline of facility conditions, asset lifecycles, and reinvestment needs to support maintenance planning, the Critical Equipment Replacement Program, and capital planning across short, mid, and long-term horizons. A critical requirement is the delivery of structured asset data and a validated inventory that is fully compatible with the ProDIGIQ Asset Management System (AMS) and Computerized Maintenance Management System (CMMS), including the generation and installation of durable, environment-resistant QR code and barcode labels for scan-to-asset linkage. The resulting agreement will have an initial term of three years, starting in December 2026, with two optional one-year extensions for a maximum potential term of five years. The scope of work spans multiple disciplines, including civil, structural, mechanical, electrical, and energy services, and must adhere to ASTM E2018 and Uniformat II frameworks. Award evaluation is based on a combination of pass/fail gates for completeness and minimum qualifications, alongside weighted factors focusing on company experience, technical methodology, ProDIGIQ integration readiness, and staffing plans. Contractors must comply with extensive federal and local regulations, including FAA Title VI nondiscrimination laws, the Federal Fair Labor Standards Act, and specific certifications regarding unmanned aircraft systems and tax liabilities. Proposals are due by September 8, 2026, via the Opengov portal.
