AI Contract Overview
This solicitation, identified as FA701426R0008, seeks a commercially available enterprise license for Publicly Available Information (PAI) Alerting Services to support the Department of War, with the solution required to monitor diverse public sources, detect emerging events in near real time, and deliver targeted alerts via email, API, web, and mobile platforms. The contract is structured as a Firm Fixed Price (FFP) acquisition with a base period running from August 6, 2026, to May 4, 2027, followed by four optional one-year renewal periods extending through May 4, 2031. The requirement is not set aside for small businesses, and proposals must demonstrate full commercial item status through written attestation, along with proof of financial responsibility and adherence to strict affordability constraints capped at $321 million. Evaluation is based on a best value tradeoff, with technical merit significantly outweighing price, assessed through a technical solution review, a live demonstration subfactor prioritized above oral presentations, and final pricing analysis. Proposals must be submitted in structured volumes via SAM.gov by the revised deadline of May 4, 2026, at 10 a.m. Eastern Time, with all attachments—particularly Attachment 2 detailing the ITO and evaluation criteria—having undergone multiple revisions up to April 30, 2026, to refine scoring and clarify submission expectations, including timeliness of CSV files. Special requirements mandate U.S.-only data processing, prohibition of foreign personnel from privileged system access, CUI compliance, and disclosure or mitigation of any organizational conflicts of interest, while mandatory clauses cover supply chain security, labor protections, equal opportunity, trafficking in persons, and System for Award Management registration. Final inspection and acceptance occur at the Pentagon in Washington, DC, with invoicing exclusively through WAWF. The contract administration is overseen by the Contracting Officer Richard Snyder and Contracting Officer’s Representative Colin Collins, with the prime performance location tied to F1AKA2 in Washington, DC. All deliverables must comply with MIL-STD-130 and related standards for unique item identification using Data Matrix barcodes, and the proposal must conform to a stringent format with defined volume structure, page limits per section, and precise naming conventions.
