Request for Proposals (RFP) Ridership Program Consulting Services

The Orange County Transportation Authority is seeking qualified firms to provide consulting services under a firm-fixed price contract valued at $380,000 over a two-year term spanning September 1, 2026, to August 30, 2028, to support its Rideshare Program with a primary focus on employer transportation surveys, Average Vehicle Ridership (AVR) calculations, and related data processing. The scope of work includes conducting employer outreach and education, maintaining the Ridematch database, performing survey analysis, generating customized RideGuides for employees using current mapping and transit data, and delivering comprehensive reports with transportation demand management recommendations to reduce single-occupant vehicle trips. The consultant will be required to use federal transit funds and must comply with all provisions of Federal Transit Administration Circular 4220.1F, including equity and reporting obligations, while also adhering to California state law and the Privacy Act, with failure to comply potentially leading to termination. All services must be performed under the direction and approval of the Authority, with performance evaluated on a task-by-task basis and final acceptance tied to full payment upon satisfactory completion. Proposals must be submitted electronically via the OpenGov Procurement portal by 2:00 p.m. Pacific Time on July 1, 2026, and must not exceed fifty pages excluding appendices, cover letters, or resumes, formatted in 12-point font and double-spaced. Offerors must hold a Unique Entity Identifier, complete the Disadvantaged Business Enterprise form in accordance with 49 CFR Part 26, and certify compliance with federal lobbying restrictions under 31 U.S.C. §1352 and 49 CFR Parts 19 and 20, including completion of Standard Form-LLL. The evaluation will be conducted by an Authority-appointed committee using a weighted scoring system: 30% for firm qualifications including experience in AVR and survey administration, 25% for staffing and project organization with emphasis on key personnel, 25% for cost reasonableness and competitiveness, and 20% for the work plan’s clarity, logic, and innovation. Contractors must maintain comprehensive insurance coverage including general and automobile liability with a combined single limit of $1,000,000 covering owned, hired, and nonowned vehicles, designating the Authority as an additional insured, and must comply with all Level 1 Health, Safety and Environmental Specifications, federal, state, and local regulations,
