Request for Proposals To Provide Construction Management Services

The Troup County School System is soliciting proposals for construction management services to replace West Point Elementary School in Georgia. This project, with an estimated construction budget of 40 million dollars, will be executed under a modified AIA A133 contract with a Guaranteed Maximum Price. The performance period is scheduled to begin with contractor mobilization in July 2027, with substantial completion targeted for June 2029. The selected Construction Manager will be responsible for design and bidding phase services, project supervision, safety management, and post-occupancy warranty services, including a one-year warranty inspection. Award will be granted to the lowest responsible and responsive proposer based on a qualifications-weighted evaluation totaling 75 percent, focusing on firm history, relevant experience, project approach, and safety programs, particularly regarding active K-12 campuses. Key requirements include a 100 percent Performance and Payment Bond, compliance with OSHA safety standards, and E-Verify certification under O.C.G.A. 13-10-91. Proposals must be submitted by October 29, 2026, and must include six printed copies, a PDF version on a USB drive, and a separately sealed fee structure.
