Request for Qualifications: Space Needs Assessment and Facilities Master Plan

The Town of Knightdale is seeking qualified firms to conduct a comprehensive Space Needs Assessment and Facilities Master Plan under North Carolina’s Qualitative-Based Selection statute, as outlined in General Statute 143-64.31. This procurement is not price-driven but instead focuses on selecting the most technically competent firm based on a weighted evaluation of qualitative factors, including the firm’s qualifications, team expertise, proposed approach, past performance, and resource commitment, with proposed hourly rates accounting for only five percent of the total score. The project requires an in-depth evaluation of all 13 existing town facilities—including Town Hall, Law Enforcement Center, and Fire Stations—to determine current and future space requirements, infrastructure conditions, and operational inefficiencies. Deliverables include a detailed assessment report with space allocation recommendations, high-level budget estimates, benchmarking against peer municipalities, and optionally, conceptual master plans and renovation strategies for Town Hall. All materials produced become the exclusive property of the Town, and proposers must comply with public disclosure laws, with only clearly marked confidential or proprietary information potentially exempt from release. The solicitation requires full organizational transparency, including team structure via an organizational chart, resumes of all proposed personnel, defined roles for each team member, and documentation of current workload and resource availability. Insurance mandates are stringent, requiring Commercial General Liability coverage of $5 million per occurrence, Professional Liability of $1 million per occurrence, Automobile Liability at $1 million, and Workers’ Compensation at statutory levels with additional coverage.
