The U.S. Department of Commerce, National Oceanic and Atmospheric Administration’s Alaska Fisheries Science Center at Auke Bay Laboratories intends to award a sole-source contract to Meridian Systems, LLC for monitoring, maintenance, and repair services of its Building Automation System (BAS). The BAS, installed in 2013 and designed by Automated Logic, manages critical building functions including HVAC, seawater systems, and waste treatment through proprietary hardware and open-architecture protocols such as BACnet, LonWorks, BACnet/IP, and TCP/IP, all controlled via a WebCtrl server on a dedicated network. Due to the system’s proprietary nature and the exclusive authorization of Meridian Systems, LLC as the only vendor in Alaska certified to service Automated Logic systems, no competitive procurement is planned under current regulations. The contract will be issued as a firm-fixed priced commercial item under the Revolutionary Federal Acquisition Regulations Overhaul Part 12, classified under NAICS code 561210 for facilities support services with a business size standard of $47.0 million. All responsible sources may submit statements of capability through July 15, 2026, at 12:00 PM Pacific Time, but no formal solicitation exists and no award will result from these submissions. The sole purpose of this notice is to inform and evaluate potential alternatives, with the government retaining full discretion to proceed without competition. The contract will be managed by Contracting Officer Rachel Stone at NOAA Fisheries in Seattle, with performance required at the Auke Bay Laboratories in Juneau, Alaska.
