RES-BCT and Regional Water Reclamation Facility Solar Development Project

The Mission Springs Water District is implementing the RES-BCT and Regional Water Reclamation Facility Solar Development Project in Desert Hot Springs, California. This initiative involves the installation of two ground-mounted photovoltaic systems located north and west of the existing solar plant at the intersection of 19th Avenue and Little Morongo Road. The first system, supporting the RES-BCT site, is rated at 3,585 kW, while the second system, supporting the Nancy Wright Regional Wastewater Reclamation Facility, is rated at 392.04 kW. Together, these facilities will generate a combined 3.97 megawatts of electricity per day and include the installation of all necessary transmission lines and electrical appurtenances. The project has undergone environmental review under the California Environmental Quality Act, resulting in an approved Mitigated Negative Declaration. Key compliance requirements include the implementation of a Storm Water Pollution Prevention Plan, obtaining a NPDES general construction stormwater discharge permit from the State Water Resources Control Board, and adhering to mitigation measures for biological resources, geology, soils, and water quality. Construction is scheduled to begin in the fourth quarter of 2025 and is expected to conclude by the second quarter of 2026.
