Duncanville Independent School District (DISD) is soliciting proposals through a Multi-Award Request for Proposal (RFP) titled MS-25-26.001 for the 2025-2026 school year, with options to renew annually for up to three additional years. The solicitation targets vendors from retail/general merchandise stores, grocery stores, food suppliers, and restaurant/catering services to establish an approved vendor list, permitting District staff to purchase goods on an as-needed basis. Proposals must comply with State Purchasing Laws and include discount pricing that covers all shipping and handling charges with F.O.B. Destination terms unless otherwise negotiated. Awards will be made to multiple vendors over the solicitation’s open period upon acceptance of proposals, with the District reserving rights to reject any or all proposals or to extend deadlines by addendum. This contract structure reflects a firm-fixed-price approach where vendors submit catalog-based pricing for numerous food and grocery items, many of which entail detailed case and pack sizes. Although actual pricing details are placeholders in the provided documentation, the contract emphasizes the importance of competitive pricing, vendor diversity, and ease of procurement access for the District. Vendors must submit bids electronically through DISD’s procurement portal by June 22, 2026. The solicitation also requires vendor compliance with applicable safety, tax, licensing, and subcontracting provisions, including the necessity to list all subcontractors and obtain bonds for subcontracted work exceeding specified values. Deliveries are expected throughout Texas at locations designated by DISD. The contract does not include federal FAR clauses but follows local and state public procurement standards. Vendors must adhere to all instructions and documentation requirements specified in the RFP, accompany submissions with required attachments such as bid bonds and certification forms, and remain responsive to any addenda or deadline changes issued by the District.
