RFA for Disaster Response Transportation of People

The Oregon Department of Human Services, through the Office of Resilience and Emergency Management, is seeking qualified providers to establish Price Agreements for the transportation of people during disaster responses across Oregon. This as-needed contract covers a wide range of services, including taxi, shuttle, bus, ride-share, transportation brokerage, and non-emergency medical transport. Specific capabilities for ADA-accessible vehicles with ramps or lifts and ambulatory support for medical needs are required to assist evacuees, individuals with functional needs, and clients moving between long-term care facilities. While the agency does not guarantee minimum or maximum service quantities, successful applicants will be placed on a vendor list to receive Service Request Orders based on location, service region, and pricing. The agreement may be extended for up to seven years, with payments issued via Electronic Funds Transfer within 45 days of receiving a monthly invoice. To qualify, applicants must provide three professional references and meet minimum qualifications. Strict personnel requirements are in place, including mandatory fingerprint-based national criminal records checks to prohibit sex offenders from working with clients. Contractors must maintain significant insurance coverages, including Commercial General Liability with a two million dollar annual aggregate limit and Automobile Liability of at least one million dollars.
