Brookhaven Science Associates, LLC, acting on behalf of the U.S. Department of Energy and Brookhaven National Laboratory, has issued a Request for Information (RFI-479547) to explore industry capabilities for the development of a hybrid microchannel plate photomultiplier tube utilizing a diamond transmission dynode, in support of LDRD-26-055. This RFI is strictly for market research and acquisition planning and does not constitute a solicitation, nor does it obligate the government to award a contract or reimburse respondents for preparation costs. The agency seeks organizations with proven expertise in the procurement, precision thickness reduction via laser processing or reactive ion etching, and negative electron affinity surface treatment of diamond films, as well as the characterization of these materials, particularly through secondary electron yield measurements. Respondents must demonstrate direct experience with NEA activation on diamond or similar materials and provide a brief statement of capabilities outlining their relevant technical proficiency. Work will involve producing two processed, NEA-treated thin diamond samples accompanied by a technical summary report with SEY data, to be performed in vendor facilities coordinated with Brookhaven National Laboratory. All activities must comply with accepted laboratory safety practices, quality assurance procedures, and institutional standards, and are subject to U.S. Department of Commerce EAR99 export controls. The deadline for submissions is July 6, 2026, at 4:00 PM Eastern Time, and responses must be emailed to csmith2@bnl.gov with the subject line “BSA RFI-479547.” The solicitation, which falls under NAICS code 541715, is not subject to any set-aside provisions and is intended to inform future procurement decisions rather than initiate them.
