AI Contract Overview
The Department of Homeland Security’s Federal Law Enforcement Training Centers is seeking information on a commercial off-the-shelf (COTS) case management system to replace its outdated OCC Document Manager, which currently tracks and stores highly sensitive legal documents and metadata for the Office of Chief Counsel. This Request for Information (RFI) is strictly for planning purposes and does not constitute a solicitation, promise of future procurement, or obligation to award a contract; respondents should not expect feedback beyond receipt acknowledgment, nor incur any costs in expectation of reimbursement. The new system must meet mandatory requirements including full compliance with FISMA, NIST SP 800-53, the Privacy Act, and Section 508 accessibility standards (WCAG 2.1 AA), along with features such as role-based access restricted to OCC staff, audit trails for all CRUD operations, version history, document attachment capabilities with audit logs, automated email notifications, fiscal year-based document numbering, backup and disaster recovery plans with defined RTO/RPO, and export to Excel/CSV. The system must also support multi-parameter search, scheduled and ad hoc reporting, case assignment analytics, and the ability to attach files to closed cases. Response submissions are limited to ten pages, excluding title page, table of contents, company information, and references, and must be submitted in Microsoft Word or PDF format via email to jimmy.dolloff@fletc.dhs.gov no later than 5:00 PM EDT on May 18, 2026. Each submission must include a Rough Order of Magnitude (ROM) pricing estimate with assumptions, a capability or retailer authorization statement, and references of prior implementations. Companies must provide their name, socio-economic status, DUNS, UEI, and CAGE codes, along with technical and contractual points of contact and any active federal contracts such as NASA SEWP or GSA. Questions must be submitted by May 15, 2026, and all responses become government property. The anticipated contract type is Firm Fixed Price, and while no CLINs or pricing details are specified in this RFI, future procurement will prioritize technical acceptability over lowest price, with non-price factors including usability, completeness, and inclusion of desirable capabilities such as mobile accessibility and automated cover sheet generation playing a role in trade-off decisions. Performance is expected at the FLETC Glynco, Georgia location with inspection and acceptance conducted by a government representative ensuring full system functionality and compliance prior to formal acceptance.

Objective
The Office of Chief Counsel (OCC) legal staff conducts legal review over hundreds of documents annually for the FLETC Executive Team and Senior Management Staff, resulting in legal findings and opinions that are highly sensitive in nature. The OCC Document Manager is a FLETC-developed application, which provides the user interface, business process rules, and secure storage mechanisms necessary for securely tracking and storing the documents and the related metadata, including reviewer identification, document topical area, and relative dates related to the review of the respective document. The existing system is outdated and in need of replacement by a COTS solution.
RFI Response FLETC is seeking information on a Commercial Off the Self (COTS) Case management System replacement. Attached is the draft Statement of Objectives (SOO). Submissions should include a Rough Order of Magnatude (ROM), a capability statement or retailer authorization statement if applicable, references of prior actions, and a draft or review of the current SOO. Submission of a ROM does not constitute a commitment on behalf of the Government and will be used for pricing information only. Pricing should include all requirements for a total system and should list any assumptions.
