RFI - Human Resources Information System

The City of Miramichi is issuing Request for Information RFI 26-036 to identify qualified vendors capable of providing modern cloud-based Human Resources Information Systems and Payroll solutions. This initiative is for information gathering purposes only and does not constitute a commitment to award a contract. The city aims to modernize its recruitment and onboarding processes, increase workflow automation, improve reporting and analytics, and enhance compliance and auditability. Vendors are asked to provide information on two primary scenarios: integrating a new HRIS with the existing CentralSquare iCity Payroll system or replacing it entirely with a fully integrated HRIS and payroll platform. Key technical and operational requirements include Canadian data residency, security certifications, and integration with SSO or Active Directory. The city's current workforce consists of approximately 250 employees, including 50 seasonal staff, with a bi-weekly payroll cycle totaling 12.9 million dollars annually. Submissions must be delivered via the online bidding system by September 22, 2026, and must include an executive summary, company profile, technical architecture, and indicative budgetary pricing. All responses must comply with the New Brunswick Right to Information and Protection of Privacy Act and be governed by the laws of the Province of New Brunswick.
