The contract requires the provision of comprehensive food and nutritional services for the Center for Forensic Psychiatry (CFP) and the Southeast Michigan Psychiatric Hospital (SMPH) in Michigan, with operations expected to begin on October 1, 2026, subject to facility readiness. The contractor must comply with CMS nutrition guidelines and the USDA Dietary Guidelines for Americans (2025–2030), adhering strictly to the dietary standards outlined in Schedule E for CFP and Schedule F for SMPH. All meals and snacks must be accurately labeled with patient first name and last initial, unit number, diet order or snack description, and service date and time; packaging must be patient-safe, particularly for adult and youth populations in SMPH, and designed for secure psychiatric settings. Food must be fresh, properly stored, and free of expired, damaged, or substandard products, with dairy required to be Grade A and fortified with vitamins A and D, and fruit juice strictly 100% juice. Meal service must occur within specified timeframes: CFP kitchens operate 5:00 a.m. to 9:00 p.m. daily, with breakfast served 7:00–9:00 a.m. and lunch 10:50 a.m.–12:50 p.m., while SMPH kitchens run 5:30 a.m. to 9:00 p.m., with breakfast 7:30–9:30 a.m., lunch 11:30 a.m.–1:30 p.m., and dinner 4:30–6:30 p.m. Morning, afternoon, and hour-of-sleep snacks must be delivered with corresponding meal tray carts and stored appropriately, not on carts. Soiled trays must be collected by 9:30 a.m. for breakfast service. The contractor must designate a full-time on-site Food Service Program Manager for each facility and maintain a staffing master schedule, deliver one hard and one electronic copy of the current Nutrition Manual and Food (Meal) Service Policy and Procedure Manual (both signed annually by a dietitian, medical director, and administrator), and update patient records—including diet orders, allergies, preferences, and adaptive equipment—within one business day.
