RFP 25-187 High Fidelity Wraparound Services

The San Bernardino County Department of Behavioral Health is soliciting proposals for High Fidelity Wraparound (HFW) services to support Medi-Cal eligible children and certain probation youth who are seriously emotionally disturbed. The goal of the program is to provide community-based, family-centered, and strength-based care to maintain these individuals at the lowest possible level of care and prevent residential placement. The contract spans five years from January 1, 2027, through December 31, 2031, with a projected annual allocation of approximately 108.3 million dollars, totaling over 541 million dollars for the full term. Qualified providers must obtain a California High Fidelity Wraparound Provider Certificate from UC Davis and demonstrate the ability to implement Specialty Mental Health Services and the Family Urgent Response System. The contract utilizes a Fee-For-Service model for specific billable modes and cost reimbursement for non-billable modes. Awardees are evaluated on programmatic capabilities, including their training plans and understanding of target populations, as well as financial stability, specifically their debt-to-asset ratio. Key requirements include maintaining a physical location within or near the service area, ensuring accessibility via public transportation, and adhering to strict federal and state auditing and reporting standards.
